The Obligation of Pilgrims to Obey State Regulations for Safety During Hajj

Question to Shaykh Ibn Baaz:


The authorities supervising the accommodation of pilgrims in the sacred sites have set certain regulations to ensure the safety of pilgrims, by the will of Allah. For example, they prohibit the use of gas canisters inside the camps due to the dangers that misuse can cause, which may also harm others. If a pilgrim violates these regulations or similar rules that have been set for his safety, does this reduce his reward? And what is your advice, Your Eminence, to the pilgrims of the House of Allah regarding preserving one another’s safety?



Shaykh Ibn Baz Answer:


It is obligatory upon the pilgrims—may Allah grant them success—to adhere to the instructions issued by the state—may Allah grant it success—for the benefit of the pilgrims. This is because Allah, Exalted be He, has obligated obedience to the rulers in what is right, and the regulations issued by the state for the safety and welfare of pilgrims fall under what is right. To go against these regulations is an act of disobedience and results in a decrease in reward. May Allah grant everyone success in that which pleases Him.
