Shaykh Ibn Baz said "The word Ṭāghūt here refers to anything that is referred to for judgment instead of the Book of Allah and the Sunnah—whether it is a man-made system invented by people, or inherited customs passed down from ancestors and forefathers which are referred to for judgment, or a disbeliever to whom people turn for rulings, or a person who judges by bribes rather than by what Allah has revealed—all of these are called Ṭāghūt. And the reason they are called that is because they have transgressed—that is, they have exceeded the limits."
