The correct view regarding the saying of Allah, the Most High:

{…and those in authority among you}

is that "those in authority" includes both the scholars and the rulers, although it is more apparent in reference to the rulers. However, the scholars are also included among those in authority—in terms of clarifying the rulings of Allah, explaining what is permissible, what is prohibited, and what is lawful.

So the scholars are “those in authority” in terms of clarification and explanation, while the rulers are “those in authority” in terms of enforcement and implementation of rulings.
