Do Eid Prayer Grounds and Masjids (Mosques) Carry the Same Rulings?
Question to Shaykh Ibn Baaz:
From ʿAbdul-ʿAzīz ibn ʿAbdillāh ibn Bāz to the esteemed brother ʿA. Gh. ʿA., may Allah preserve him.
Peace, mercy, and blessings of Allah be upon you. To proceed:
I refer to your question registered with the Department of Scholarly Research and Iftā’ under number 2984, dated 29/7/1407 AH, in which you ask about the ruling on praying before the ʿĪd prayers.
Shaykh Ibn Baaz Answer:
I inform you that if the ʿĪd prayer is performed in the mosque, then it is prescribed for the one who enters to perform the two rakʿahs of greeting the mosque (taḥiyyat al-masjid), even if it is during a time when prayer is normally disliked (makrūh), according to the strongest opinion among the scholars—because it is among the prayers with a specific cause—due to the general statement of the Prophet ﷺ:
“When one of you enters the mosque, he should not sit down until he prays two rakʿahs.” [1]

As for when the ʿĪd prayer is performed in an open area prepared for ʿĪd prayer (muṣallā), then it is not legislated to pray anything before the ʿĪd prayer, because the open-air musallā does not carry the full rulings of the mosque, and because there is no sunnah prayer before or after the ʿĪd prayer.
